Weekend Construction to Affect Rock Creek Multi-Use Trail and Parkway Traffic

Starting the evening of Friday, March 27, and continuing through the early morning of Monday, March 30, essential repairs will be underway as part of a high-priority project on the Rock Creek Main Interceptor (RCMI) near Rose Park. For community members who rely on the Rock Creek Multi-Use Trail or commute along Rock Creek and Potomac Parkway NW, this means both the trail (between P Street NW and Pennsylvania Avenue NW) and one lane of the parkway (southbound, between P Street and Pennsylvania Ave NW) will be closed full-time throughout the weekend.

A detour will be established through Rose Park to help trail users navigate around the closure. Construction crews will be working around the clock—including nighttime and weekend hours—to restore two gates and clean the structure along the trail. People in the area may notice increased noise and activity from trucks and heavy equipment. DC Water will monitor noise levels to ensure regulatory compliance.

These repairs are crucial to preventing potential wastewater from discharging into Rock Creek, after DC Water identified structural issues during routine inspection of the 72-inch diameter main. The gates are necessary to allow DC Water to divert and manage flow while making repairs inside the pipe.

  • Trail Closure: The Rock Creek Trail between Pennsylvania Ave and Lauzuns Legion Bridge will be closed

The RCMI is a major sewer line carrying 100 million gallons of wastewater a day. The repairs are part of DC Water’s Capital Improvement Program, investing in and upgrading the District’s water and sewer infrastructure to improve reliability and service for customers while protecting public health and the community.

Public Encouraged to Provide Comment through June 23

DC residents who want to replace their lead service lines may soon have more options to do it sooner—without having to wait for construction to reach their block.  While the Lead Free DC Program replaces lead service lines at no cost, DC Water has proposed two updates to its program that would make it easier and faster for some residents to get their lead pipes replaced, especially those at higher risk of lead exposure. These proposed changes have been published in the DC Register and are now open for public review.

As DC Water’s Board of Directors considers proposed rate increases for the upcoming 2027 and 2028 fiscal years, we’re asking customers to provide feedback during a public hearing on Tuesday, June 23 at 6:30 p.m.

The proposed rate changes would support critical investments in safe, reliable drinking water, replacement of aging water and sewer lines, cleaner local waterways, and continued lead service line replacement across the District.
