Customer Compliance Services

DC Water Customer Compliance Services Group is dedicated to enforcing the District of Columbia Municipal Regulations (DCMR) that safeguard the water system from contamination, prevent sewer blockages caused by fats, oils, grease, rags, and wipes, permits connections to the fire hydrants, rents fire hydrant use equipment and deter unauthorized use of fire hydrants.

The group oversees three key programs:
  1. Cross-Connection Control (CCC) – Ensures the proper installation and maintenance of backflow prevention devices to protect the potable water supply.
  2. Fats, Rags/Wipes, Oils, and Grease (FROG) – Regulates the installation and upkeep of grease interceptors and promotes best practices for FROG disposal to prevent sewer obstructions.
  3. Fire Hydrant Use Program (FHUP) - Administers permits for non-emergency fire hydrant use, rents hydrant meters and backflow preventers, and oversees compliance with authorized usage regulations.
These programs are implemented in accordance with:
  1. 21 DCMR Chapter 54 – Cross-Connections
  2. 21 DCMR Chapter 15 – Discharges to the Wastewater System
  3. 12 DCMR Chapter 12-F – DC Plumbing Code

Controlled Blasting to Begin for Potomac River Tunnel Work Near Georgetown

Starting the week of July 13, 2026, people who live, work or travel near the Canal Road NW entrance to Georgetown University may hear controlled blasting. This work is part of our Potomac River Tunnel Project.

When blasting happens, neighbors may hear a brief noise or feel light shaking. Drivers, cyclists, and pedestrians on Canal Road NW may also be stopped for a few minutes while we safely complete each blast.

Payment Plan Incentive: provides a credit back of 50% of the last 3 payments made. Eligible participants are residential customers who have had an outstanding balance for 60 days or greater and with an outstanding balance of $500 or more.
