Don’t Miss DC Water’s Community Town Hall This Thursday to Discuss FY27 Budget and Rate Changes

DC Water is reminding community members that it will host a Town Hall on Thursday, May 28, from 7–9 p.m. at DC Water Headquarters to discuss proposed Fiscal Year 2027 budget updates and rate adjustments, providing residents an opportunity to understand potential impacts and engage directly with leadership.

DC Water’s proposed $1.9 billion Fiscal Year 2027 operating and capital budget, focused on “Smart Spending for a Resilient Tomorrow,” includes investments in safe, reliable drinking water, improvements to aging water and sewer infrastructure, reducing pollution in local waterways, and continued lead service line replacement efforts across the District.

Under the proposed FY27 budget and two-year retail rate proposal, some fees would remain the same, while changes to water, sewer, and Clean Rivers-related charges would help cover operating costs, regulatory requirements, and infrastructure investments. This includes:

  • Proposed overall bill increase of 6.6% in FY27 and a 5.3% increase in FY28
  • For residential customers this would increase the average monthly bill by about $10 in FY27 and $8 more in FY28.

For greater transparency, DC Water will begin listing certain District-related charges separately from DC Water rates, including pass-through charges and public inconvenience fees tied to permits for infrastructure work such as Lead Free DC.

Community members are encouraged to attend, ask questions, and share feedback on proposed budget priorities and future investments that support water service and infrastructure improvements across the District.

Public Encouraged to Provide Comment through June 23

DC residents who want to replace their lead service lines may soon have more options to do it sooner—without having to wait for construction to reach their block.  While the Lead Free DC Program replaces lead service lines at no cost, DC Water has proposed two updates to its program that would make it easier and faster for some residents to get their lead pipes replaced, especially those at higher risk of lead exposure. These proposed changes have been published in the DC Register and are now open for public review.

As DC Water’s Board of Directors considers proposed rate increases for the upcoming 2027 and 2028 fiscal years, we’re asking customers to provide feedback during a public hearing on Tuesday, June 23 at 6:30 p.m.

The proposed rate changes would support critical investments in safe, reliable drinking water, replacement of aging water and sewer lines, cleaner local waterways, and continued lead service line replacement across the District.

Following a 27-day closure, DC Water will reopen a section of Piney Branch Parkway between Arkansas Avenue and Beach Drive NW early Monday morning, restoring an important cross-town connection for thousands of District commuters. During the closure, a section of the road was temporarily relocated for construction of DC Water’s Piney Branch Tunnel Project.
