Amber Jackson, Esq. is the Chief People Officer and Executive Vice-President, People & Talent at the District of Columbia Water and Sewer Authority (DC Water). Appointed to this role in March 2025, Amber brings over eleven years of extensive experience in human resources, employment law, and labor relations.

In her current role, Amber is responsible for providing strategic direction and executive leadership to all of DC Water's human resources functions. This includes overseeing talent management, employee engagement, labor relations, and HR compliance. Amber plays a pivotal role in driving initiatives that enhance the organizational culture, improve employee performance, and ensure compliance with employment laws and regulations. She also leads efforts to foster a diverse and inclusive workplace, aligning HR strategies with the overall mission and goals of DC Water.

Prior to her current role, Amber served as the Vice President, Employment, Labor, and HR Compliance at DC Water, a position she was promoted to in July 2024. During this time, she also took on the responsibilities of Acting Chief People Officer and Executive Vice-President, People & Talent from July 2024 to September 2024, demonstrating exceptional leadership and management skills during a critical transition period for the People & Talent team.

Amber's journey at DC Water began in the Legal Department, where she held the position of Director & Associate General Counsel, serving as the organization's Employment Attorney. In this capacity, she built strong relationships with the People & Talent team and various department leaders, providing sound legal guidance on highly sensitive and confidential matters.

Throughout her career, Amber has been recognized for her ability to navigate complex legal and HR landscapes, her commitment to fostering a positive organizational culture, and her dedication to employee engagement and development. Her leadership has been instrumental in driving strategic initiatives that enhance the overall employee experience at DC Water.

Amber holds a Juris Doctor degree and is a licensed attorney, bringing a unique blend of legal expertise and human resources acumen to her role. Her contributions have been pivotal in shaping the policies and practices that support DC Water's mission of providing high-quality water services in a safe, environmentally friendly, and efficient manner.
