DC Water Welcomes New Chief Operating Officer

Today, DC Water CEO and General Manager David L. Gadis welcomed Jeffrey F. Thompson to DC Water as the Authority’s new Chief Operating Officer and Executive Vice President.

“We are excited to have Jeff on board,” said Mr. Gadis. “He brings an impressive 32 years of engineering expertise and leadership acumen to this important role and is a strong addition to my Senior Executive Team.”

Mr. Thompson comes to DC Water from the Birmingham (AL) Water Works Board, where he had served as Assistant General Manager since 2019. In that capacity, he was responsible for ensuring permit compliance and providing safe, reliable water services to more than 770,000 customers across five jurisdictions.

“My family and I are very excited to be moving to the nation’s capital,” Mr. Thompson said. “It is a tremendous honor and privilege to serve DC Water’s employees and ratepayers. I look forward to continuing the record of striving for innovation and excellence in everything we do.”

Mr. Thompson is a licensed professional engineer and earned his bachelor’s degree in civil engineering from the University of Central Florida, and an Executive MBA from The University of Alabama. He began his professional career as a Water Resources Engineer for the Walt Disney Company and has served as a water executive in Central Florida, New England, and Miami before joining Birmingham Water Works, the largest regional utility in Alabama.

At DC Water, Mr. Thompson will oversee an Operations Cluster that is being restructured to more keenly focus on the core mission of delivering excellent water and wastewater services. The operational divisions under his leadership will include Wastewater Operations, Sewer and Pumping Operations, Water Operations, Engineering and Clean Rivers.

DC Water is also establishing a new Administrative Cluster, led by Chief Administrative Officer and Executive Vice President Wayne Griffith. This group will focus on delivering strategic, data-driven and digitally enabled services across the organization and for DC Water’s customers.

The Administration team will include Strategy and Performance, Information Technology, Fleet Management, Facilities Management, Security, Safety, Emergency Management and Customer Care.

As DC Water’s Board of Directors considers proposed rate increases for the upcoming 2027 and 2028 fiscal years, we’re asking customers to provide feedback during a public hearing on Tuesday, June 23 at 6:30 p.m.

The proposed rate changes would support critical investments in safe, reliable drinking water, replacement of aging water and sewer lines, cleaner local waterways, and continued lead service line replacement across the District.

Public Encouraged to Provide Comment through June 23

DC residents who want to replace their lead service lines may soon have more options to do it sooner—without having to wait for construction to reach their block.  While the Lead Free DC Program replaces lead service lines at no cost, DC Water has proposed two updates to its program that would make it easier and faster for some residents to get their lead pipes replaced, especially those at higher risk of lead exposure. These proposed changes have been published in the DC Register and are now open for public review.

DC Water will host a virtual community meeting on Thursday, June 11, 2026, to inform residents and other stakeholders about the emergency rehabilitation of a section of the Potomac Interceptor at Muddy Branch in Potomac, Maryland.

Piney Branch Parkway Section to Reopen Monday, Restoring a Key Route for DC Commuters

Following a 27-day closure, DC Water will reopen a section of Piney Branch Parkway between Arkansas Avenue and Beach Drive NW early Monday morning, restoring an important cross-town connection for thousands of District commuters. During the closure, a section of the road was temporarily relocated for construction of DC Water’s Piney Branch Tunnel Project.
