
DC Water Customer Compliance Services Group is dedicated to enforcing the District of Columbia Municipal Regulations (DCMR) that safeguard the water system from contamination, prevent sewer blockages caused by fats, oils, grease, rags, and wipes, permits connections to the fire hydrants, rents fire hydrant use equipment and deter unauthorized use of fire hydrants.
The group oversees three key programs:
- Cross-Connection Control (CCC) – Ensures the proper installation and maintenance of backflow prevention devices to protect the potable water supply.
- Fats, Rags/Wipes, Oils, and Grease (FROG) – Regulates the installation and upkeep of grease interceptors and promotes best practices for FROG disposal to prevent sewer obstructions.
- Fire Hydrant Use Program (FHUP) - Administers permits for non-emergency fire hydrant use, rents hydrant meters and backflow preventers, and oversees compliance with authorized usage regulations.
These programs are implemented in accordance with:
- 21 DCMR Chapter 54 – Cross-Connections
- 21 DCMR Chapter 15 – Discharges to the Wastewater System
- 12 DCMR Chapter 12-F – DC Plumbing Code
