Vice President, Rates and Revenue

As Vice President, Rates and Revenue, Syed Khalil is working to enhance the alignment of the Authority’s budget and financial plan. This includes advancing further coordination between financial planning efforts and the strategic plan. To advance rate proposals, he is strengthening communications regarding rate proposals to promote alignment with Office of Legal and Government Affairs and external stakeholders. He is the finance department’s lead on promoting efforts to reduce water loss and enhance revenue.

Mr. Khalil is responsible for development of DC Water’s proposed rates including cost service studies and ten-year financial plan. He oversees a staff of six, including two managers. Syed also coordinates studies for the Board of Directors including the cost of service study, the water and sewer rates study, the revenue reserves study, the engineering inspection study, the fire protection fee cost of study, Potomac Interceptor study, and others.

He works to establish multi-year rates, charges and fees and the overall rate structure, with the goals of mitigating the financial impacts of rates on low-income customers and expanding low-income affordability programs.  He is also responsible for developing revenue forecasts, monitoring, and reporting to the board and coordinating with the Customer Service Department to identify and correct billing issues. He manages the RRC package which includes the preparation of monthly financial reports, presentations and the minutes. He holds an MBA from the Institute of Business Administration, Karachi University (affiliated with Wharton School of Business) and a master's degree in Finance from Florida State University.

Ground Stabilization Work Begins Near Watergate Complex, starting Aug 25

Starting the week of August 25, DC Water will take another big step forward in the Potomac River Tunnel Project. Ground stabilization will begin at the Rock Creek Trail site, near the Watergate Complex, to drill secant piles that will form a retaining wall for the drop shaft.
