Paul Guttridge, PMP

Director, CIP Infrastructure Management

Paul Guttridge is currently the Director of Capital Improvement Program (CIP) Infrastructure Management at DC Water and has been in this role since November 2019.   In this capacity, Mr. Guttridge oversees the support services for the execution of the CIP including providing the CIP management tools, analysis, oversight and leadership to ensure that DC Water Capital and Operating CIP Program goals and objectives are consistently met. Additionally, he ensures compliance with related fiscal boundaries through a transparent and collaborative process. 

Mr. Guttridge’s department also serves as the central support and custodian of Engineering and CIP Project Delivery Methodology consisting of policies, SOPs,  specification standards, cost estimating, grant management and scheduling standards, document and data management, change and risk management standards, QA/QC and a wealth of additional resources pertaining to successful project delivery.

Prior to leading the CIP Infrastructure Management department, Mr. Guttridge was the Manager of Program Services within the Engineering division responsible for construction contract procurement, enterprise CIP project controls and document management. 

Before joining DC Water, Mr. Guttridge worked for Brown and Caldwell as a program manager on DC Water’s successful Cambi-based Biosolids project.  He has also served the Authority as a consultant construction manager for numerous projects at DC Water’s Blue Plains facility.  In all, Mr. Guttridge has almost 20 years of experience working with and for DC Water. 

Mr. Guttridge has a bachelor’s degree in Civil Engineering from Nottingham University in the UK, and is also a certified Project Management Professional (PMP).
