President and CEO

James R. Woodyard, President/CEO of Telecommunications Development Corp, a proactive information technology company specializing in telecommunications and public safety project management and technical services. Mr. Woodyard has over twenty-five years of Telecommunications and information technology experience. He founded Telecommunications Development Corp. (TDC) in 1995.

TDC has been honored by Verizon Communications with certificates of achievement and listed by Inc Magazine as one of the 500 fastest-growing companies in the country.  TDC is also a member of several business and professional organizations, including the DC Chamber of Commerce, DC Certified Business Enterprise (CBE), and the Government Services Administration (GSA). 

Under the strategic leadership of Mr. Woodyard, TDC has been fortunate to work with Amtrak, Maryland Aviation Authority, Washington Metropolitan Area Transit Authority (WMATA), US Department of Homeland Security – National Capital Region (NCR), Bureau of Alcohol, Tobacco, and Firearms (ATF), Office of the Deputy Mayor for Public Safety and Justice, Office of Chief Technology Officer for the District of Columbia (OCTO), and District of Columbia Office of Unified Communications (OUC) to list a few of TDC's clientele.  

Mr. Woodyard is personally engaged with philanthropic interests such as The Kennedy Center and Washington Performing Arts and a member of the Salem Baptist Church. He is a graduate of the University of Pennsylvania, Wharton Undergraduate School of Business.  Mr. Woodyard obtained an Executive Development Program certificate from The Wharton School and is a member of the Wharton School Club of Washington.
