Director, Total Rewards

Chad Carter serves the Authority as Director, Total Rewards. In this capacity, Mr. Carter leads the overall strategy and execution of Compensation, Benefits, HRIS, and Employee Recognition programs focused on People, Place, and Pay. Additionally, he is charged with ensuring programs are cost effective, equitable and enhance the Authority’s ability to attract and retain talent.

As part of his duties, Mr. Carter directs and leads the development and implementation of DC Water’s Total Rewards strategy including competitive positioning, program design, policies, and procedures. Additionally, he offers recommendations on new programs and revises existing programs to optimally align the Total Rewards strategy.

Previously at the Authority, Mr. Carter was Manager, Compensation responsible for Compensation Administration. Prior to joining the Authority, Mr. Carter was well versed in the area of Compensation in Aerospace, Transit, Government Contracting, and Humanitarian Organizations. He spent significant time working for the Washington Metropolitan Area Transit Authority (WMATA) in the areas of Finance and Compensation.

Mr. Carter holds a bachelor’s degree in Business Administration from Shepherd University and is an active member of World at Work. Mr. Carter is proud to have served DC Water since March 2012.

Piney Branch Parkway Section to Reopen Monday, Restoring a Key Route for DC Commuters

Following a 27-day closure, DC Water will reopen a section of Piney Branch Parkway between Arkansas Avenue and Beach Drive NW early Monday morning, restoring an important cross-town connection for thousands of District commuters. During the closure, a section of the road was temporarily relocated for construction of DC Water’s Piney Branch Tunnel Project.
