SPLASH - Serving People Lending a Supporting Hand – provides assistance to those facing financial hardship or in need of a helping hand. Through the generosity of customers like you, our dedicated employees, the Board of Directors, and our wonderful community partners, we are making a difference in the lives of District residents.

Program Requirements

To qualify for assistance through the SPLASH program, your household must meet the income requirements based on Federal Guidelines shown below:

Note: Income limits are subject to change based on federal guidelines which are updated annually. 

Required Documents
To complete your application, please have the following documents ready. 
•    Photo ID
•    Social Security Cards (for everyone age 18 and over)
•    Birth Certificates (for everyone age 17 and under)
•    Proof of Income (pay stubs, benefits statements, etc.)
•    Current Water/Sewer Bill

DC Water Officials with NPS and ANC commissioners doing ceremonial groundbreaking
DC Water Breaks Ground on Piney Branch Tunnel, Final Phase of DC Clean Rivers Project

Today, DC Water broke ground on the Piney Branch Tunnel, the final major tunnel in our Clean Rivers Project. This work will help keep sewage and trash out of local waterways and make Rock Creek, the Potomac River, and the Chesapeake Bay cleaner for our community.

When we finish the Piney Branch Tunnel, it will hold at least 4.2 million gallons of rainwater and wastewater during heavy storms. Instead of overflowing into Piney Branch, that water will go to the Blue Plains Water Resource Recovery Facility, where it will be treated.
