William Elledge

Director, Engineering and Technical Services

William Elledge is the Director of Engineering and Technical Services at DC Water.  William has more than 15 years of management experience creating strategic vision and execution plan to deliver safe and cost effective water, sewer, and storm solutions.  He has more than 25 years technical experience focused on water and sewer pipelines spanning multiple states.  He has delivered projects up to 24 feet in diameter, more than 1000 mgd, and longer than 20 miles that protect assets, mitigate risk, and improve end-user experience. 

At DC Water, he and his team are responsible for planning, design, and construction of linear assets.  His staff of about 120 includes planners, surveyors, drafters, designers, engineers, project managers, inspectors, construction managers, GIS technicians, supervisors, and managers.  Combined the team is currently responsible for about 130 projects with a 10-year capital cost of $4 Billion.

Expertise in implementing process rigor and improve productivity. Collaborate with consultants, contractors, and agency partners to optimize project outcomes and develop and mentor teams of managers, supervisors, and engineers.

DC Water Breaks Ground on Piney Branch Tunnel, Final Phase of DC Clean Rivers Project

Today, DC Water broke ground on the Piney Branch Tunnel, the final major tunnel in our Clean Rivers Project. This work will help keep sewage and trash out of local waterways and make Rock Creek, the Potomac River, and the Chesapeake Bay cleaner for our community.

When we finish the Piney Branch Tunnel, it will hold at least 4.2 million gallons of rainwater and wastewater during heavy storms. Instead of overflowing into Piney Branch, that water will go to the Blue Plains Water Resource Recovery Facility, where it will be treated.
