Director and Associate General Counsel

<p>Webster Barnes, Esq., is a Director and Associate General Counsel for DC Water. In this capacity, he is chiefly responsible for, and provides legal advice to, the Procurement Department in all matters involving the procurement of goods and services. Mr. Barnes also oversees the legal review of Goods and Services Contracts and other agreements relating to the financial and administrative functions for the Authority. Additionally, he provides legal advice and coordinates with the Department of Permit Operations on the facilitation and execution of easements and rights of way agreements.</p>

<p>Mr. Barnes initially served the Authority in several roles between 1996 - 2008, before leaving to form Barnes and Associates, a general law practice focused on issues relating to procurement, real estate, probate, administrative and corporate law. He returned to DC Water in 2008 as Principal Counsel and was promoted to Associate General Counsel in 2020.</p>

<p>Mr. Barnes holds a Juris Doctorate from the Georgetown University Law Center, and is a graduate of Virginia State University, where he completed a bachelor's degree in business administration. He is a member of the bar in the District of Columbia and Pennsylvania. </p>
