John Markovs

Alternate Board Member

John Markovs serves as the County Attorney for Montgomery County, Maryland, where he is responsible for handling high-profile political and complex legal matters.  John represents the County before State and Federal agencies and other counties, provides legal advice to elected and appointed officials, negotiates contracts, land acquisition, development, construction, and mass transportation deals, and represents the County in State and Federal courts and administrative agencies.  John directly supervises seven Division Chiefs and oversees the legal work of 50 lawyers and 30 support personnel.

Before his current role, John served as Deputy County Attorney and Acting County Attorney from 2012 to 2022, and as Associate County Attorney from 2007 to 2012. During this time, he served as general counsel for the Department of General Services, which had a budget exceeding $1 billion. Notably, he was the lead counsel in a jury trial that resulted in a $28 million recovery for the County related to the Silver Spring Transit Center.

John is licensed to practice law in Maryland, Virginia, Pennsylvania, and the District of Columbia. He is an active member of several bar associations, including the Maryland State Bar Association, where he served as Chair of the Litigation Section Council from 2014 to 2015.

Before joining the Office of the County Attorney in 2007, John spent 18 years in private practice, focusing on complex litigation. He frequently lectures on legal topics and has served as an adjunct professor at the University of Maryland School of Law, where he taught trial advocacy from 2012 to 2022. Additionally, he is a licensed real estate broker in Maryland.

DC Water Officials with NPS and ANC commissioners doing ceremonial groundbreaking
DC Water Breaks Ground on Piney Branch Tunnel, Final Phase of DC Clean Rivers Project

Today, DC Water broke ground on the Piney Branch Tunnel, the final major tunnel in our Clean Rivers Project. This work will help keep sewage and trash out of local waterways and make Rock Creek, the Potomac River, and the Chesapeake Bay cleaner for our community.

When we finish the Piney Branch Tunnel, it will hold at least 4.2 million gallons of rainwater and wastewater during heavy storms. Instead of overflowing into Piney Branch, that water will go to the Blue Plains Water Resource Recovery Facility, where it will be treated.
