Director, Enterprise Program Management Office

Francis Cooper supports the Authority as the Director, Enterprise Program Management Office. In his capacity, Mr. Cooper leads the Enterprise Program Management Office (EPMO), which primary objectives are to:

  • Improve cross-functional program collaboration, integration,  and coordination across DC Water
  • Lead and optimize DC Water’s robust portfolio management process to ensure key programs and projects are aligned with DC Water’s strategic objectives
  • Develop and continuously improve DC Water’s Program Management capabilities and capacity
  • Define, develop, and disseminate performance and decision support metrics to internal and external stakeholders via EPMO dashboards

Previously, Mr. Cooper has worked as a Management Consultant with over 20+ years of experience in Program/Project Management , Enterprise Risk Management, Financial Management, Internal Audit Transformation, Business Process Improvement, and Organizational Strategy & Management. Over that period, he has consistently demonstrated subject matter expertise and leadership on numerous Public and Private Sector Enterprise Initiatives.

Mr. Cooper possesses an MBA with dual specializations in Project and Risk Management and an undergraduate degree in Accounting. Additionally, he obtained his Lean Six Sigma certification and has participated on several international SAP Finance implementations rounding out his Business and Finance Transformation capabilities. Mr. Cooper regularly volunteers and lead international development efforts overseas in the areas of capacity-building, democracy & governance, and economic development.

Media Advisory: DC Water to Hold Ceremonial Blessing for Tunnel Boring Machine "Mary," Signaling Start of Digging for Potomac River Tunnel Project

DC Water CEO and General Manager David L. Gadis will be joined by DC Mayor Muriel Bowser, DC Water Board Chair Dr. Unique N. Morris-Hughes, and other District leaders, for the ceremonial blessing of "Mary," the massive tunnel boring machine (TBM) that will soon begin her underground journey to build part of the Potomac River Tunnel. The event, November 3, marks a major milestone on the project which will dramatically reduce combined sewer overflows and improve water quality in the District.
