NOFOL (Notice to Follow-Up) Compliance Fee (FAQ)

What is a NOFOL?

A Notice to Follow-Up (NOFOL) is a repair notice issued to customers when conditions exist that impede the transmission of meter readings or prohibit DC Water from reading testing, accessing or repairing the water meter or transmission device. It outlines the deficiencies noted by our technicians and what needs to be done to remedy them.

What is the NOFOL Compliance Fee?

The NOFOL Compliance Fee is a one-time charge applied to non-residential customers who do not address meter-related deficiencies identified during an inspection of a DC Water meter.

Why would I receive a NOFOL Compliance Fee?

You may be assessed this fee if:

  • DC Water technicians identify issues that prevent meter reading, testing, access, or repair.
  • You receive a repair notice, followed by a 14-day reminder, and:
    • Do not complete the required repairs, or
    • Do not notify DC Water that the repairs have been completed.

What types of deficiencies trigger a repair notice?

Repair notices are issued when:

  • The meter or its transmitting device is obstructed or inaccessible, including broken valves.
  • Conditions prevent accurate transmission of meter readings.
  • DC Water cannot safely or effectively read, test, or maintain the meter.

How can I avoid the NOFOL Compliance Fee?

To avoid this fee:

  • Act promptly on any repair notice from DC Water.
  • Complete the required repairs within the specified timeframe.
  • Notify DC Water once the repairs are done so they can verify and update your account.

What happens if I don't make the repairs?

If repairs are not completed or DC Water is not informed:

  • You may be charged the NOFOL Compliance Fee.
  • Your water usage may be billed based on estimated reads until the issue is resolved.

How will I know if I've received a repair notice?

DC Water will send an initial notification detailing the issue, followed by a 14-day reminder if no action is taken. These notices will include instructions for resolving the problem.

Is the NOFOL Compliance Fee recurring?

No, it is a one-time fee. However, unresolved issues may lead to continued estimated billing and further service complications.

Who can I contact for help or to report completed repairs?

Please contact DC Water Meter Operations at 202-612-3500 to:

  • Ask questions about your repair notice.
  • Notify DC Water that repairs have been completed.
