Traffic Advisory - Rhode Island Avenue, NE

(Washington, DC) – In preparation for construction work associated with the Northeast Boundary Tunnel Project (NEBT) (www.dcwater.com/nebt), crews will begin tree and median removal in the unit block of Rhode Island Avenue NE between North Capitol Street NE and Lincoln Road NE. Eight trees currently in the median must be removed to facilitate the removal of the median.  This work is necessary to create a left-turn-only lane on Rhode Island Avenue eastbound at the intersection of Lincoln Road NE.  This work is being accelerated in cooperation with the Washington Metropolitan Area Transit Authority (WMATA) and the District Department of Transportation (DDOT) to allow WMATA’s rehabilitation construction work to proceed on the Rhode Island Avenue Metro Station.

  • Work is scheduled to start on or about Monday, June 25, 2018, and will continue for approximately one month.
  • Work hours are between 7:00 AM and 7:00 PM.
  • Traffic restrictions will remain in effect for the duration of the project.
  • The left lanes in both directions of Rhode Island Avenue NE will be restricted.
    • Westbound on Rhode Island Avenue: beginning at V Street NE to North Capitol Street NE.
    • Eastbound on Rhode Island Avenue: beginning just before North Capitol Street NW to Lincoln Road NE.

The work in this location is necessary as mobilization of the 4th Street NE Construction Staging Area (CSA) is expected to begin in late July. The 4th Street NE CSA will occupy both northbound lanes of 4th Street NE between Rhode Island Avenue and Adams Street NE. Lincoln Road will allow access to northbound 4th Street, north of Rhode Island Avenue. Future traffic advisories will detail the detours in advance of this work commencing.

  • People who live or work near the affected location may notice additional construction equipment as well as noise associated with construction activities.
  • Commuters will notice road signs and/or flagging personnel directing them around the work site.

The Northeast Boundary Tunnel is the largest component of the Clean Rivers Project and will start south of RFK Stadium and extend north to Rhode Island Avenue NE and west to 6th Street NW. When complete, the approximately five-mile long tunnel will significantly reduce chronic flooding in areas it serves, as well as reduce the amount of combined sewer overflows into the Anacostia River by 98%.
