The District of Columbia Water and Sewer Authority, Storm Water Administration (DCWASA-SWA) announces a Public Hearing on the draft "Report to Council", prepared by the District of Columbia Storm Water Advisory Panel (Panel). The meeting will be held on Tuesday, August 27, 2002 from 6:00 to 8:00 pm at the Martin Luther King, Jr. Public Library located at 901 G. St. NW.

PURPOSE: The purpose of the hearing is to provide the public with an opportunity to express its views to the Storm Water Advisory Panel on the draft "Report to Council", The draft Report to Council provides recommendations to the Council regarding the means by which the District of Columbia can meet present and future federal regulatory and permit requirements pertaining to the discharge of storm water into receiving waters.

The Panel will, in turn, utilize the input from the public, consistent with the directions provided in the Storm Water Permit Compliance Amendment Act of 2000, to finalize the "Report to Council" for submission to the Council of the District of Columbia.

BACKGROUND:

The Storm Water Permit Compliance Amendment Act of 2000, ("Act") established within the District of Columbia Water and Sewer Authority, a Storm Water Administration which is responsible for monitoring and coordinating the activities of all District agencies which are required to maintain compliance with the storm water permit. The Act also established the Storm Water Advisory Panel ("Panel") for the purpose of preparing comprehensive recommendations to the Council that identify the best means by which the District of Columbia can meet regulatory and permit requirements pertaining to the discharge of storm water into receiving waters. The Panel has prepared a draft report, which is the subject of the public hearing.

The draft "Report to Council" document may be reviewed: at the Martin Luther King, Jr. Public Library; at the District of Columbia Water and Sewer Authority’s (DCWASA) web page: www.dcwasa.com; and is published elsewhere in this edition of the District of Columbia Register for a thirty-day public comment period.

If you wish to present testimony, please submit your name, address, telephone number, and organizational affiliation, if any, and comments in writing to Dr. Mohsin Siddique, 5000 Overlook Avenue, SW, Washington, D.C. 20032, by 5:00 pm on Tuesday, August 20, 2002. Written comments may also be submitted for up to thirty days after the publication of the draft Report to Council in the District of Columbia Register or as may be extended at the public hearing. DC Water and its contractor continue to make progress to contain the sewer overflow from a collapsed section of the Potomac Interceptor (PI), a major sewer line along Clara Barton Parkway near 495 in Montgomery County, MD.  As part of that work, crews today are mobilizing equipment, clearing brush and debris, and installing pipes in preparation to bypass the flow around the damaged section of sewer line.
