DC Water welcomes new Chief Information Officer

August 05, 2013

DC Water today named Thomas Kuczynski as its new Chief Information Officer, announced General Manager George S. Hawkins.

"Thomas joins a stellar executive team already in place at DC Water," GM Hawkins said. “He brings several decades of experience with large metropolitan utilities in strategic planning, information systems and enterprise performance management. His expertise in these key areas will help us achieve continued advancements through cutting-edge technology.”

Mr. Kuczynski will head up an IT team of 60 individuals and a $20 million budget to continue developing applications that support customer services and operations, and provide technical support to help employees do their jobs.

Mr. Kuczynski has more than 35 years of experience in Information Technology including nearly 30 years at Philadelphia Gas Works (PGW) in two separate terms of employment. He was most recently Senior Vice President, Strategic and Information Services for PGW, managing Strategic Planning, Enterprise Performance Management, Information Services and Internal Auditing. In his first employment at PGW, he led development efforts for the company’s customer information system, credit and collections, automated meter reading and distribution leak tracking.

He has also worked for Pacific Gas & Electric’s National Energy Group as Director of Technology Strategic Planning and Architecture, and for Delmarva Power in Wilmington, Delaware where he provided IT Strategic Planning Services to the Energy Supply Group.

Mr. Kuczynski is a graduate of La Salle College of Philadelphia and the Executive MBA program at University of Maryland University College. He replaces Joe Edwards, who served as Acting Chief Information Officer during the nearly two-year national executive search and will continue to serve DC Water as Manager, IT Infrastructure, a promotion from his position before the Acting CIO role. Added Hawkins, “DC Water appreciates the leadership that Joe Edwards brought to the Acting CIO role over the last two years. There have been marked improvements and we look forward to innovative and strategic solutions from this high-powered IT team.”

Public Encouraged to Provide Comment through June 23

DC residents who want to replace their lead service lines may soon have more options to do it sooner—without having to wait for construction to reach their block.  While the Lead Free DC Program replaces lead service lines at no cost, DC Water has proposed two updates to its program that would make it easier and faster for some residents to get their lead pipes replaced, especially those at higher risk of lead exposure. These proposed changes have been published in the DC Register and are now open for public review.
