DC Water invites you to make a SPLASH with new online portal to help customers in need

DC Water is launching a new online portal where you can help others in the DC community facing financial hardship and in need of a helping hand. The redesigned webpage makes it simpler and easier for anyone to donate to our SPLASH Program online.

SPLASH, which stands for Serving People, Lending A Supporting Hand, is fully funded by donations and provides up to $350 in assistance to eligible customers to ensure everyone has access to essential water and sewer services during tough times.

The new portal serves as a hub for the SPLASH Program allowing you to make a direct donation anytime, anywhere using a credit card, debit card, or direct payment from a bank account. Previously, DC Water customers could only contribute through their utility bills and employees through payroll deductions, but there was no mechanism for the public to donate directly.

Customers who need help to keep their water service connected can also use the portal to apply for financial assistance. We’ve got information about eligibility, step-by-step instructions, and a direct link to begin the application process.

”Water is a basic necessity, and when our customers are struggling to pay the bills and facing financial difficulties, we want to help,” said DC Water CEO and General Manager David L. Gadis. “SPLASH provides that safety net. Every dollar you give goes directly to helping someone in need.”

The program’s goal is to raise $100,000 in donations this year. We’ll be tracking every drop that comes in, with our online donation tracker on the SPLASH portal. Your contributions are also tax deductible.

In 2024, the SPLASH Program supported more than 300 customers and distributed $112,000 in financial assistance. That is in addition to the $5.2 million in aid provided through our other DC Water Cares programs.

SPLASH is one of several DC Water Cares programs providing financial assistance to customers. Discounted service for income eligible households, credit relief for eligible non-profit organizations, and flexible payment plans are also available to customers who need financial assistance.

These programs provide critical support when a rising number of customers cannot pay their bills. Last year, the amount of bills past due by more than 90-days rose to nearly $34 million and represented 3.71% of DC Water’s operating revenue.

SPLASH assistance is available to eligible customers based on 2025 federal income guidelines, ranging from $57,571 for a single person household to $152,787 for a family of eight, and may be updated annually.

Pennyfield Lock Potomac Interceptor bypass pipeline running next to C & O Canal with equipment

There is no active spill or overflow. Work to strengthen the pipe to begin soon.

Today, DC Water completed construction on a temporary bypass system as part of sewer repairs on the Potomac Interceptor near Pennyfield Lock in Potomac, Maryland. Crews turned on the pumps and successfully tested the system. With the bypass now ready, it will allow us to begin the emergency repairs inside the pipe by carrying the wastewater around the repair area.

Today, DC Water broke ground on the Piney Branch Tunnel, the final major tunnel in our Clean Rivers Project. This work will help keep sewage and trash out of local waterways and make Rock Creek, the Potomac River, and the Chesapeake Bay cleaner for our community.

When we finish the Piney Branch Tunnel, it will hold at least 4.2 million gallons of rainwater and wastewater during heavy storms. Instead of overflowing into Piney Branch, that water will go to the Blue Plains Water Resource Recovery Facility, where it will be treated.

Starting the week of July 13, 2026, people who live, work or travel near the Canal Road NW entrance to Georgetown University may hear controlled blasting. This work is part of our Potomac River Tunnel Project.

When blasting happens, neighbors may hear a brief noise or feel light shaking. Drivers, cyclists, and pedestrians on Canal Road NW may also be stopped for a few minutes while we safely complete each blast.
