DC Water Hires Chief Operating Officer to Oversee Operations

Today DC Water Chief Executive Officer and General Manager George Hawkins announced the hiring of Biju George as Chief Operating Officer. This new position will oversee performance management across all operations to make sure every ratepayer dollar is spent wisely, and to identify and develop new sources of revenue. He will also assist the CEO and General Manager in developing and implementing the Authority’s business plans.

“We are extremely pleased to welcome Biju George to DC Water,” said Hawkins. “He is recognized nationally as an industry innovator and he has experience at every level of drinking water supply and wastewater treatment, from operations to capital procurement to management. During his tenure at Greater Cincinnati Water Works, Mr. George co-led the integration of three utility enterprises (wastewater, stormwater and drinking water) into a unified enterprise. Of considerable interest to us, he built a competitive contracting arm that now generates over $10 million in non-ratepayer revenue by offering professional services, mostly to other water utilities.”

Joining DC Water from the Greater Cincinnati Water Works, Metropolitan Sewer District and Stormwater Utility, Mr. George previously served as the Deputy Director of Sewers. In that position, he provided strategy for all wastewater and stormwater operations. Mr. George also served as the drinking water utility’s interim executive director from 2011 to 2013.

Commenting on his move to DC Water, Mr. George said, “DC Water has distinguished itself as an employer of choice due to the implementation of a disciplined strategy, focused leadership, innovative culture, and strong financial and operational performance track record.”

Mr. George is recognized as a leader in treatment technology and science, and is both a published writer and a frequent speaker. Last year he was selected as “Innovator of the Year” by the U.S. Environmental Protection Agency (U.S. EPA). Mr. George has a bachelor’s degree in mechanical engineering from the PDA College of Engineering at Gulbarga University. He is a registered Professional Engineer (P.E.) in the State of Ohio.

Trench boxes at construction site for new pit accessing Potomac Interceptor Upstream

DC Water and its contractors continue to make progress constructing new access points to the Potomac Interceptor, one upstream of the damaged section, and an additional entry downstream to divert more wastewater flow from the pipe. These access points will allow crews to install a bulkhead, blocking flow in the pipe upstream of the collapsed area, keeping the site as dry as possible so crews can safely remove an extensive rock dam currently blocking the pipe.

DC Water is releasing new findings regarding the environmental impacts following the January 19, collapse in a section of the Potomac Interceptor. Based on flow monitoring data collected before and after interim bypass pumping was activated, DC Water estimates approximately 243 million gallons of wastewater has overflowed from the collapse site.

Update on Extended Repairs, Safety Measures, and Water Quality Monitoring

Overnight CCTV inspection of the Potomac Interceptor revealed the blockage inside the collapsed sewer line is far more significant, showing a large rock dam stretching approximately 30 feet downstream of the original failure.
