DC Water General Manager Announces New General Counsel

Randy E. Hayman has joined the District of Columbia Water and Sewer Authority (DC Water) as General Counsel. Mr. Hayman will serve as principal legal adviser to General Manager George S. Hawkins and members of his Executive Team. He will also provide legal guidance to DC Water staff and the Board of Directors to help develop the agency’s position on a wide range of regulatory and administrative issues.

“DC Water is very fortunate to have Randy Hayman joining Team Blue,” Hawkins said. “He brings a keen mind and deep experience to the many complicated legal issues we face, and approaches these issues with a warm and team-oriented demeanor. Moreover, Randy is deeply committed to public service and will continue to maintain the highest standards of our legal department,” he said.

Mr. Hayman, a graduate of the University of Michigan and Georgetown University Law Center, joins DC Water from the Metropolitan St. Louis Sewer District (MSD), where he served as General Counsel since 2000. MSD provides wastewater collection, treatment and stormwater management to 1.4 million people. Prior to MSD, Mr. Hayman practiced law in the private sector and in the public sector as an assistant attorney general for the state of Missouri. He also worked as a radio reporter and talk-show host.

”DC Water is an acknowledged leader in the clean water community, and I am honored to join such a hardworking and respected team,” Hayman said. “I look forward to providing strategic counsel as the organization continues to provide quality and reliable service to our community,” he said.

Mr. Hayman is a former board member and president of Crime Solvers of Washington, D.C., Inc. and has won numerous awards for his decades of legal work and community involvement. He is a member of the Bar in Missouri, Pennsylvania, the District of Columbia and the Supreme Court of the United States.

In addition, General Manager Hawkins named J. Taylor Benton as the new Director of Safety and Security. Most recently, Ms. Benton served as Safety and Training Director for Forsythe Transportation, a contractor for Arlington Transit. She has been responsible for management and oversight of all safety, training and security programs for a $30 million contract operation with 105 employees. For nearly 30 years, Ms. Benton has managed safety and security operations in the transportation and service industries. She is a graduate of Towson University and Essex Community College.

DC Water will be doing construction as part of a sanitary sewer rehabilitation project on Clara Barton Parkway in Maryland from Sept 8 - Oct 10, 2025, which may cause delays inbound near the I-495 Beltway interchange. One lane will be closed in the work zone to reline an 800-foot section of the sewer line, known as the Potomac Inteceptor. Access to the inner and outer loops of the Beltway will remain available. Additional lane closure may be necessary intermittently through Oct 31, 2025.
