DC Water is pleased to announce the appointment of Ogechi Okpechi as the new Director of Permit Operations. The department is also relocating to DC Water’s administrative headquarters at the end of July.

New Director

Having previously served as a senior program manager for DC Water's Enterprise Program Management Office and supervised wastewater treatment design, Okpechi brings a wealth of experience and leadership in the utility sector to her new role.

David Parker, DC Water’s Vice President of Engineering, said, "We are delighted to have Ogechi on board as the new Director of Permit Operations. She has already demonstrated her tremendous program management skills to help improve performance across the Authority.  Her expertise and dedication to organizational excellence will be instrumental in delivering excellent services for our valued customers and stakeholders.”

Prior to joining DC Water in 2017, Okpechi worked in the consulting engineering field as a design manager, project manager, and business group leader.  Okpechi is a licensed professional engineer in the District of Columbia, Virginia and Florida with a bachelor's degree in civil engineering from the University of Nigeria and a master’s degree in environmental engineering from the University of Florida.

New Location

As part of the organizational growth and improvement efforts, DC Water's Permit Operations is relocating from its former location on 4th Street, SW to DC Water’s headquarters building (HQO) in Southeast. Starting July 31, 2023, the new address for DC Water's Permit Operations will be:

     1385 Canal St SE

     3rd Floor

     Washington, DC 20003

To ensure a seamless experience during this relocation, we want to inform all customers that beginning on July 27, the new drop box for payments will be conveniently located at our HQO address at the 1385 Canal Street, Tingey West gate from 5 a.m. to 6 p.m. Customers will also have the option to continue to drop off payments at our Blue Plains location 24/7. This ensures that all payments and documents related to permits and operations can be securely submitted without an interruption in service.

Permit Operations is the starting point for all residents, private companies, and government agencies who need approval from DC Water before performing any work that affects the public water and/or sewerage systems. The Permit Operations Department provides valuable services, including mapping of existing water and sewer infrastructure, answering inquiries, and assisting with the permit process.
