Shawn Brown

Vice President, Employment, Labor, and HR Compliance

Shawn A. Brown serves the Authority as Vice President, Employment, Labor, and HR Compliance. In this role, Mr. Brown oversees all aspects of labor relations strategy, compliance programs, employee discipline, grievances, labor and employment actions before federal and local agencies, and enterprise policies and procedures. Additionally, he serves as the primary contact for union employees in resolving conflicts and facilitating positive changes from conflict resolution.

Prior to his current role, Mr. Brown was Assistant General Counsel for both the District Departments of Employment Services (DOES) and Transportation (DDOT) between 2018 and 2024. At DOES he served as the District’s subject matter expert regarding various labor and employment laws. While at DDOT, he served as that agency’s lead counsel for labor and employment matters. He has also worked closely with the Office of Risk Management and the Office of the Attorney General on several key matters, including recovery of District assets and complex litigation cases.

Known as a thoughtful and strategic leader, Mr. Brown is also community oriented. Over the course of his career, he has completed numerous hours in pro bono legal work, including as a volunteer attorney for Cabrini Green Legal Aid.

Mr. Brown holds a bachelor’s degree in political science from Capital University, a Master of Arts degree in law from University of London, Queen Mary College, and a juris doctorate from Pepperdine University. He is admitted to the Bar in the District and New Mexico.
