DC Water Board Chair Selected for Top Financial Post

DC Water CEO and General Manager George S. Hawkins announced today that DC Water has named a new Chief Financial Officer, Matthew Brown. Brown has been serving as the Director, Office of Budget and Finance for the District of Columbia since January 2015 and as the DC Water Chairman of the Board since 2015.

“We are extraordinarily fortunate that Matt Brown has agreed to join Team Blue as our Chief Financial Officer,” Hawkins said. “First and foremost, Matt is a wise and experienced expert in finance— having held a series of financial roles in several organizations, culminating in his successful run as the budget director for the District of Columbia. Second, Matt has unparalleled knowledge of the issues that are important to DC Water - and is deeply familiar with challenges facing our enterprise, our ratepayers and all our stakeholders. Third, Matt is well-known and highly respected by our Board, by our staff, and by the wide range of stakeholders we serve in the District and the suburbs. Matt has been a fantastic Chair of our Board and we are sorry to see him leave that role. Yet we are even more delighted to welcome him to Team Blue!

In his new role, Brown will oversee DC Water’s annual operating budget of $535.8 million and a 10-year capital improvement program of $3.8 billion. Mr. Brown will have overall responsibility for DC Water’s financial management and policies, including: accounting operations and financial reporting; budget formulation and execution; program analysis and evaluation; treasury; controller; investment and debt management; and risk management.

Prior to being tapped by District of Columbia Mayor Muriel Bowser for his current position, Mr. Brown served as Director, District Department of Transportation (DDOT) and as the Deputy Director for Resource Allocation for DDOT. Prior, he served as the managing director of WMATA’s Office of Management and Budget Services. Mr. Brown also gained significant private sector experience while working with Public Financial Management, Inc.

Matthew Brown holds a B.A. in Political Science from Texas Wesleyan University, and an M.P.A. in Budget and Public Finance from the George Washington University. He joins DC Water in September.

As DC Water’s Board of Directors considers proposed rate increases for the upcoming 2027 and 2028 fiscal years, we’re asking customers to provide feedback during a public hearing on Tuesday, June 23 at 6:30 p.m.

The proposed rate changes would support critical investments in safe, reliable drinking water, replacement of aging water and sewer lines, cleaner local waterways, and continued lead service line replacement across the District.

Public Encouraged to Provide Comment through June 23

DC residents who want to replace their lead service lines may soon have more options to do it sooner—without having to wait for construction to reach their block.  While the Lead Free DC Program replaces lead service lines at no cost, DC Water has proposed two updates to its program that would make it easier and faster for some residents to get their lead pipes replaced, especially those at higher risk of lead exposure. These proposed changes have been published in the DC Register and are now open for public review.

DC Water will host a virtual community meeting on Thursday, June 11, 2026, to inform residents and other stakeholders about the emergency rehabilitation of a section of the Potomac Interceptor at Muddy Branch in Potomac, Maryland.

Piney Branch Parkway Section to Reopen Monday, Restoring a Key Route for DC Commuters

Following a 27-day closure, DC Water will reopen a section of Piney Branch Parkway between Arkansas Avenue and Beach Drive NW early Monday morning, restoring an important cross-town connection for thousands of District commuters. During the closure, a section of the road was temporarily relocated for construction of DC Water’s Piney Branch Tunnel Project.
