John Bosley

Chief Procurement Officer

Mr. Bosley is the Chief Procurement Officer, working in the Office of the General Manager. He serves as a principal contract management adviser to the general manager. He oversees all contract matters brought to the general manager or chief of staff. Mr. Bosley regularly and systematically evaluates all contracts for goods and services and capital projects that require the general manager's signature.

Additionally, Mr. Bosley ensures that contracts adhere to the Authority's efforts to promote economic and business development in the District and the service region (e.g., the Certified Enterprises Program and/or the Federal Fair Share Objective). He represents the Office of the General Manager when communicating with departments including Procurement, Engineering and Technical Services, Information Technologies, the Office of the Chief Financial Officer and the General Counsel's Office.

Mr. Bosley joined the Authority in 2008 as Principal Counsel. In that role, he was counsel in all forms of procurement delivery and was the Authority's lead counsel in personal injury and property loss litigation. He also represented the Authority in bid protests and contract claim disputes. Before joining the Authority, Mr. Bosley was associate general counsel for Fort Myer Construction Company.

Mr. Bosley has a bachelor's degree from the University of Maryland and a juris doctorate from Vermont Law School. He is a member of the Maryland State Bar Association and the D.C. Bar Association. He is a member of the bar in the United States District Court for the District of Maryland; the United States District Court for the District of Columbia, and also in Maryland and the District of Columbia.
