To sign up for a free lead service line replacement when DC Water is replacing lead service lines on your block, you must sign a Right of Entry Authorization Form (ROE Form). This ROE form must be signed and submitted by the property owner or authorized person. The Authorized Person (resident or other party) must submit a notarized letter from the property owner or other legal documentation authorizing them to represent the owner.
