Lead Free DC is working to replace all lead service lines throughout the District. To sign up for a free lead service line replacement when DC Water is replacing lead service lines on your block, you must sign a Right of Entry Authorization Form (ROE Form). This form gives permission for DC Water and its contractors to replace the lead service line on your private property. This ROE form must be signed and submitted by the property owner or authorized person. The Authorized Person (resident or other party) must submit a notarized letter from the property owner or other legal documentation authorizing them to represent the owner.

When will Lead Free DC be working on my block?

Between the period you receive your letter about the program and when we arrive on your block, DC Water is completing the pre-construction planning. For this reason, we may reach out to you as early as two years ahead of construction.

We use a data-based approach to select blocks for construction, focusing first on blocks with the highest number of lead lines and areas where people may be more vulnerable to the health effects of lead such as families with young children.  We also look for opportunities to align with areas where DC Water construction is planned.

Every eligible property will eventually be provided with the opportunity to replace their lead service line. Due to the number of service lines that we are verifying and replacing, it may take some time – possibly years – before construction reaches your block. Thank you for your patience and support in eliminating lead lines from the District.

I've signed my ROE form. What's next?

We will confirm receipt of your form by email if you provided one.

• If your block is already under construction: A contractor will contact you to schedule your lead service line replacement.
• If construction has not started on your block: 
  • We will send a monthly email to confirm we have your form on file, and share resources to help you prepare for your replacement.
  • We will send you a notification letter before construction starts.
  • Enter your address in the Construction Dashboard to see the timeframe for your block. You may see construction scheduled as far out as two years.
