DC Water Appoints Two New Executives

DC Water has named a new Chief Financial Officer, Mark Kim, and a new Chief of External Affairs, John Lisle, General Manager George S. Hawkins announced today.

“We already had an executive team of extraordinary talent,” Hawkins said. “Appointing Mark and John will help DC Water strengthen its relationships with the financial community and with the public at a key time in our agency’s work.”

Mark Kim is Chief Financial Officer for DC Water, an independent authority of the District of
Columbia with an annual operating budget of $400 million and a 10-year capital improvement program of $3.8 billion. Mr. Kim has overall responsibility for DC Waters financial management and policies, including: accounting operations and financial reporting; budget formulation and execution; program analysis and evaluation; treasury; controller; investment and debt management; and risk management.

Mr. Kim joins DC Water March 11 from the Office of the New York City Comptroller, where he was Deputy Comptroller for Economic Development. He has spent the last decade in the public finance industry, previously serving as New York City’s Assistant Comptroller for Public Finance, and earlier as an investment banker at several leading global financial institutions. In these roles, Mr. Kim has raised in excess of $50 billion in the capital markets, including issuing more than $27 billion for the City of New York and its related issuers to finance and refinance the city’s capital program.

Kim holds a Ph.D. in public policy from Harvard University; J.D. from Cornell Law School; and B.A. from Northwestern University. He is a member of the Bars of the State of New York and the District of Columbia. He replaces Yvette Downs, who served as Acting Chief Financial Officer during a nationwide search and will return to her position as Director, Finance and Budget for DC Water.

John Lisle is Chief of External Affairs for DC Water. He leads a team of 11 in managing relationships with customers, the media, the federal and District governments, and various other internal and external stakeholders. Mr. Lisle also serves as a member of the Authoritys executive team and as a senior adviser to the General Manager.
Under Mr. Lisles direction, the Office of External Affairs is responsible for all of the Authoritys internal and external communications through numerous channels -- including publications, web, social media, traditional media, public outreach, graphic design, special events and emergency response. It also houses DC Waters government relations program.

Before joining DC Water in February 2013, Mr. Lisle was Communications Director for the District Department of Transportation (DDOT). He brings more than two decades of communications experience to his new role, including 10 years as an award-winning reporter for NewsChannel 8 and WJLA-TV and a stint as Public Information Officer for the Arlington County Police Department.

John Lisle has a Bachelor of Science in Business Management from the University of Maryland. He begins his new role February 11 and replaces Alan Heymann, who is joining the Humane Society of the United States as Vice President of Communications.

Authority Offers Virtual and In-Person Options

The U.S. Army Corps of Engineers’ Washington Aqueduct, which supplies water to DC Water, annually performs a temporary disinfectant switch from chloramine to chlorine. This year, the switch runs from March 25 to May 6. During that time, customers may notice temporary minor changes in taste and odor.
