Authority Taps Dorsey to Lead Human Capital Programs

DC Water CEO and General Manager David L. Gadis announced this morning that, effective today, Joy J. Dorsey has been added as the Authority’s new Chief People Officer and Executive Vice President.

“I am thrilled to add Joy to my senior executive team,” said Mr. Gadis. “Throughout her career, Ms. Dorsey has established a remarkable track record of accomplishment in transforming human capital programs for the benefit of organizations, their employees, and, ultimately, their customers.”

Ms. Dorsey comes to DC Water from the DC Office of the Attorney General, where she had served as Talent Acquisition and Professional Development Officer since February 2020. In that capacity, she was charged with oversight of recruitment, professional training, and consultant performance, and retention of more than 700 employees across 11 divisions. 

“I am excited to join DC Water, to serve with the talented employees, and to contribute to the Authority’s ongoing achievement of its mission to provide superior, reliable water services to our communities,” said Ms. Dorsey.

Ms. Dorsey earned her bachelor’s degree in economics at Howard University, holds a Juris Doctorate from Hofstra University School of Law, and is a licensed member of the bars in the District of Columbia, Maryland, and New York. Additionally, she has completed the Senior Executive Leadership Program at Georgetown University and was a member of the Leadership Greater Washington Class of 2010.

In her role with DC Water, Ms. Dorsey will have oversight of all human resources core functions, including benefits, compensation, talent acquisition strategies, talent development, employee engagement and labor/union relations.
