Roger E. Brown, Jr.
Director, Human Capital Management
Roger E. Brown Jr. is DC Water's Director or Human Capital Management and Labor Relations. He is responsible for ensuring the quality and effectiveness of health and wellness programs at DC Water. He is also responsible for all oversight and implementation of all Authority policies, procedures and personnel matters.
Mr. Brown is the principal human resources advocate and manages all union issues. Additionally, he partners with the Chief of Staff to establish and administer broad policy guidance for long-term and short-term planning and manages interdepartmental functions to support partnerships, encourage creativity and synergy, and decentralize execution.
Mr. Brown has an extensive background in human resources and labor relations matters and has served as an adviser in highly unionized organizations in his past and joined the Authority in 2016.
Mr. Brown has a Bachelor's degree from the Ohio State University and a Master’s in Business Psychology from Texas State University.
