Government Relations Manager

William Pickering is DC Water's Government Relations Manager, spearheading the Authority's interactions with the federal, District and neighboring local governments. He serves as the chief lobbyist and principal liaison with elected officials, regulators, and related stakeholder groups and organizations. He manages the Authority's position on governmental issues, maintains the relationships necessary to communicate the priorities of the agency, and develops testimony and correspondence.

Mr. Pickering joined DC Water after serving as a project manager at the General Services Administration for the President's Management Advisory Board of the Executive Office of the President, where he assisted private-sector CEOs in improving the federal government's IT portfolio, vendor management and senior executive development. He worked with the U.S. Office of Management and Budget and various Agency Chief Human Capital Officers, Chief Information Officers and Deputy Secretaries.

Prior to joining the Obama Administration, Mr. Pickering was Senior Policy Analyst for Legislative and Intergovernmental Affairs for the District Department of Transportation, where he advocated for, and secured, unanimous approval of the Streetcar Plan by the DC Council and negotiated the passage of legislation authorizing bond financing for a $380 million bridge project. He also served as a policy analyst in the Executive Office of the Mayor, where his portfolio of agencies included the Authority; as a federal projects specialist for the American Cancer Society; and as a legislative assistant at Booz Allen Hamilton.

Mr. Pickering has a Bachelor of Science in Political Science from Santa Clara University. He lives in Ward Six of the District of Columbia.
