Director, Engineering and Technical Services

David McLaughlin is the Director of Engineering and Technical Services for the District of Columbia Water and Sewer Authority (DC Water). He is responsible for implementing DC Water's $2.5 billion ten-year capital improvement program, which includes construction of state-of-the-art facilities at the Blue Plains Advanced Wastewater Treatment Plant and renewal of the water and sewer infrastructure throughout the District of Columbia. In addition to the capital improvement program, the Department of Engineering and Technical Services performs long-term facilities planning, provides technical assistance to DC Water's operating departments, ensures that construction affecting the water and sewer infrastructure of the District meets relevant standards, and administers the federal Clean Water and Safe Drinking Water grants program. Mr. McLaughlin has served in this capacity for three years. Previously, Mr. McLaughlin was DC Water's Assistant Director, Engineering & Technical Services and prior to that role, he was a Construction Manager.

He has more than 20 years experience on a wide range of civil engineering projects located in the United States, UK and Caribbean. Before his arrival at DC Water, Mr. McLaughlin held posts of Construction Manager, Design Manager and Design Engineer with the City of Hollywood, Florida's Public Utilities department. He also worked for Broward County in Florida as an Inspection Supervisor. He held other consulting and contracting posts in Scotland, England and Trinidad.

David McLaughlin holds a bachelor of Science degree in Civil Engineering, with honors, from Strathclyde University, Glasgow, Scotland. He is a registered engineer in both Florida and Washington, DC.
