Director of Procurement
Rosalind Inge is DC Water and Sewer Authority's (DC Water's) Director of Procurement. She is a seasoned professional with proven success expediting the services of complex organizations, attaining corporate and revenue goals, and building high-performance and multidisciplinary teams. At DC Water, Ms. Inge is responsible for researching, developing, establishing and managing the Authority's procurement programs. Inge drafts regulations that govern the procurement process, as well as operating policy and procedures for the Authority.
Inge performs compliance duties by rigorously monitoring contracts and vendor performance, and minority contractor and vendor programs. She manages the Authority's local small business enterprise program to meet the Board of Directors' goals.
Inge came to DC Water from the District Department of the Environment where she directed the operational support functions of the agency including customer service; budgeting, financial and grants management; contracting and procurement; human resources; labor relations; risk and emergency management; information technology and telecommunications; and training. Known for wisely managing people and resources, Inge was successful in improving customer service ratings that pushed the organization from below average performance to the top 10 percent of all District government agencies. Her work also achieved a 70 percent increase in profit within four years by creating an innovative employee performance program, ensuring desirable product offerings and successfully negotiating a multimillion-dollar contract.
Ms. Inge is a graduate of Howard University, with a Master in Urban Studies.
