Director of Finance and Budget
Yvette Downs, MBA is the Director of Finance and Budget for the District of Columbia Water and Sewer Authority (DC Water). Ms. Downs leads a top team of financial professionals in the development and implementation of a $380 million dollar annual operating budget, and a $3.8 billion-dollar ten-year capital improvement plan (CIP).
Prior to joining DC Water in 2007, Ms. Downs spent twenty-three years with the Washington Metropolitan Area Transit Authority (WMATA) in project management, planning and policy development for transportation and operating and capital program formulation.
Ms. Downs holds a Bachelor of Arts in Economics from Vassar College and an MBA from the Keller Graduate School of Management and is a Certified Construction manager.
