Director of Organizational Development
David Cross is the Director of Organizational Development for the District of Columbia Water and Sewer Authority. In this newly created position in the Office of the General Manager, Mr. Cross is charged with engaging and guiding Team Blue members at every level of the organization to advance the Team Blue approach to making DC Water the best-run utility in the world.
Mr. Cross was formerly the Manager of Water and Sewer Pumping Maintenance, in Consumer Services. In that capacity he initiated, then lead, the Department of Water and Sewer Pumping Maintenance. This new department is responsible for maintaining the equipment required to pump, control, store and monitor all the drinking water, storm water, and sewage for the District. The team has experts in mechanical, electrical, instrumentation and process control maintenance and provides services around the clock to ensure DCWater's customers receive the services they need and expect.
Mr. Cross has over thirty years experience in water utilities, moving up from his first position painting and cleaning a water treatment plant, to eventually managing the Fountain Valley Authority, an independent water authority in central Colorado. After his career in Colorado, he moved to the Washington, DC area to open a consulting office for a nationally know utility consulting firm, specializing in creating cooperative change projects that improved utility operations while improving work life for all employees. He has worked with numerous utilities across the United States, and visited and studied more than fifty utilities, including several in foreign countries, and brings extensive knowledge of water utility best practices to his new position.
Mr. Cross holds a bachelor degree from the University of Colorado with majors in Organization Development and Human Resource Management.
