Chief of Staff, Office of the General Manager
Christopher J. Carew is the Chief of Staff in the Office of the General Manager at the District of Columbia Water and Sewer Authority (DC Water). As Chief of Staff, he is responsible for advancing internal agency improvements through organizational structure, personnel, policy and process changes. His direct reports include the assistant general managers for support services, consumer services and the Blue Plains Advanced Wastewater Treatment Plant; the director of organizational development; the chief information officer; and the staff in the Office of the General Manager. He is also the general manager's liaison with DC Water's five union presidents.
Mr. Carew has more than twenty years of leadership experience related to municipal and state government, with a focus on issues related to the environment, land use and economic development. Mr. Carew has served as the Chief of Staff for the District Department of the Environment (DDOE) in Washington, DC, a major agency with more than 200 employees and a $100 million budget. Previously he served as the liaison with New Jersey municipal and county governments, and the state's regulatory agencies, on behalf of Governor Corzine's Office of Economic Growth, where he focused on advancing urban redevelopment and other "smart growth" policies and projects. Prior to that, he represented New Jersey's 566 municipal governments before the state executive and legislative branches on issues related to land use, the environment and community development.
Mr. Carew was the first Chief of Staff hired by the first permanent director of DDOE. He helped to build a new stand-alone agency by hiring and managing key leadership personnel; overseeing agency realignment; implementing various personnel policies; integrating technological and other efficiencies; proactively advancing environmentally-friendly economic development initiatives; and advancing a culture of teamwork and high performance.
Mr. Carew also served as Interim Director of the DDOE energy office, managing a reorganization of its programs, management, staff assignments, internal protocols and communications to the public.
Mr. Carew holds a B.A. in Political Science from Albright College and a Masters degree in Public Administration from Kean College (now Kean University). He is married and the proud father of two sons.
